Windows 10 uses 3 Primary partitions of the drive already leaving only room for 1 more Primary. MBR allows a maximum of 4 Primary. If you create an Extended partition you might be able to install Xubuntu in the Extended as you can have as many partitions in the Extended as you want. Creating the Extended does use 1 Primary partition.

If you created a partition using Windows that would be NTFS and could not be used by Ubuntu. You want ext4 format, which Windows cannot create.

Don't use Windows tools to create any partitions or file systems for Ubuntu. You need **unpartitioned free space** to get the guided "Install Alongside Windows" option in Ubuntu. If you truly have a MBR partition scheme, which is unusual but not impossible on W10, the MBR partition scheme does not work well for dual-boot configurations because of the limitations of 4 partitions. It is probably best to format (erase) the disk using the GPT partition scheme. You would need to reinstall both operating system.
